That the State Director of Water Resources, after having <br />determined the Insufficiency of lhe original allocations to <br />an area of origin, may authorize the construction by the <br />State of California such 8 project of localhed benefit to <br />replenish the deficiency. <br /> <br />II. That allocations of water be made to all "areas of origin- <br />based on estimates of reasonable ultimate future requlrelDllnts <br />of those areas. <br /> <br />12. Allocations or reservations of water made for the Rareas <br />of origin should be sufficiently flexible to permit adJust- <br />ment in accordance with changing conditions, including addi- <br />tional hydrologic data, Improvement of techniques for us. of <br />water and any other factors which might influence the basic <br />need for water. Whenever such allocations tor areas of origin <br />need to be Increased with a resulting reduction of export <br />suoplles, It shall be incumbent upon the State to construct <br />additional water facilities to meet the defiCiency in export <br />\Wa ler. <br /> <br />13. That, If at any time, In connection with the operation <br />of a ma jar expor t project there shou ld occur temporary de- <br />ficiencies due to unusually severe drought condltlona, the <br />deficiency shall be prorated among all users of the major <br />export proJect water. <br /> <br />14. That the appropriation of water from a watershed by <br />any entity through the State Water Rights Board should under <br />no cJrcumstances diminish the supplies available for r.as- <br />onable ultimate development ot that watershed. The determ- <br />1n8tlon of the quantity of water to meet such development <br />!hall be made by the State water Rights Board and subject <br />to jue IC.fa I rev lew. <br /> <br />. <br /> <br />. <br /> <br />15.
