inconsistencies.) In addition, communications routines will allow "Official" non real
time relational and non relational data to be transferred from a central site to a Division,
Water Commissioner or Other Users.

The View option will allow a user to view HydroBase data in a format similar to the
existing DWR software, QINFO. In addition, extensive graphic capabilities will be
provided along with several new categories such as a call chronology and WIS
chronology.

The Operations option contains the water information sheets described above. In
addition, this option allows District or Division Water Information sheets to be
constructed and river calls to be viewed and entered.

The Tool option includes a curtailment analysis, a depletion analysis, a historic point flow
analysis and a diversion record transfer.

· The curtailment analysis provides "what if' capabilities to evaluate the
amc}Unt of water that might be available at a point on the river if a call is set
on or turned off. New data to be developed for this application includes river
mile, lag f loss parameters and a river network description (what structure is
downstream from another). Because this analysis requires knowledge of an
entire river system, it will be performed on the central server and not locally.

. The depletion analysis is a unique requirement related to the Green Mountain
reservoir operations in Division 5. It will provide an estimate of how much
diverted water is being depleted that is junior to a specified administration
date. It will be used to assist in reservoir operations and communication with
other water users. Because this analysis requires knowledge of an entire river
system, it will be performed on the central server and not locally.

· The historic point flow analysis will provide the same capabilities of the point
flow analysis developed by the Northern Colorado Water Conservation
District for the South Platte. As opposed to the real time point flow
calculations performed by a water information sheet, this analysis will operate
from historic streamflow, diversion and reservoir records to calculate point
flow and gain between key structures. This analysis is expected to be useful
for evaluating seasonal trends in ungaged inflows and to serve as an indicator
to available flows and exchange potentials.

. The diversion record transfer will allow data entered in the water information
sheets to be converted to the standard DWR diversion record format. This
feature is expected to simplify the time intensive digitizing of data
traditionally performed at the end of each irrigation season.

The Help option provides a description of the Water Right Administration Tool and an
on-line Users Manual.

01'Z. 9

c:lwlcrdsslscopelphI II blscope.doc

4/24/97 - 5
