<br />to store relational data locally and the application would continue to work by pointing to <br />the Central Data Server. <br /> <br />Water Information Sheets The heart of the Water Right Administration Tool consists <br />of three information sheets patterned after the South Platte Water Rights Management <br />System (July 31, 1994); the District Water Information Sheet, the Division Information <br />Sheet and the Special Project Information Sheet. They are accessible under the <br />Operations option of the main Water Right Administration Tool GUI (similar to figure <br />8.3.4). <br /> <br />The District Water Information Sheet (similar to figure 11.3.) will present daily water <br />administration data such as stream flow, diversions and reservoir operations in a <br />spreadsheet format. It will perform a real time point flow analysis which distributes <br />reach gains or losses in order to determine the streamflow available below each structure. <br />The District Water Information Sheet is expected to include only those structures that are <br />commonly involved in the daily administration of the river within a water district. These <br />Key Structures 'are expected to number approximately 30 - 40 per Water District, <br />although the software will be designed to accommodate as many structures as needed. It <br />wiil aliow information to be presented and shared in the same GUI for daily, monthly <br />averageltotal, or yearly average/total based on user selected load options. <br /> <br />The Division Information Sheet (similar to figure 11.3.) is, in fact, a unique application <br />of a District Water Information Sheet. It will provide the same type of information in the <br />same time steps as the District Water Information Sheet but on a Division wide scale. <br />This Division Information Sheet may include new structures but will typically be the sum <br />or a subset of various District Water Information Sheets. <br /> <br />The Special Proiect Information Sheet (similar to figure 11.4.) will present special <br />project information such as that currently supported for Green Mountain Reservoir <br />Operations in Division 5 or Blue Mesa and Taylor Park reservoir operations in Division <br />4. The Special Project Information Sheet will allow information (spreadsheets) <br />developed outside the application by State personnel or outside water users to be viewed <br />as a non editable image. Note: the application includes a mechanism which will allow <br />selected "hot data" to be transferred from a Special Project Information Sheet to a District <br />of Division Information Sheet automatically. <br /> <br />Other Water Administration Tool Capabilities (see the Menu on figure 8.3.4) <br />Other capabilities of the Water Right Administration Tool, several which are an <br />enhancement to the South Platte Water Right System, include the following options: <br />Communications with a server, Views of the database, Operations (such as water <br />information sheets and edit calls), Tools (such as diversion record transfer, curtailment <br />analysis, depletion analysis, and historic point flow analysis) and Help. <br /> <br />The Communications option will allow data such as real time streamflow measurements <br />to be transferred from the Central Data Server to Water Commissioners or Water <br />Information sheets to be transferred from a Water Commissioner to the Central Data <br />Server.
