<br />Oihl408 <br /> <br />-2- <br /> <br />The High Plains Council, in cooperation with EDA's Office of Research, <br /> <br />established a Technical Evaluation Committee to read, evaluate, score, and rank <br /> <br />the seven proposals according to EDA's published procedure for evaluating pro- <br /> <br />posals. This activity took place on March 27-29, 1978. The Committee included <br /> <br />representatives from each of the High Plains Council Member states and represen- <br /> <br />tatives from five federal agencies. State members from the Missouri River <br /> <br />Basin Commission were: William Smith, Colorado; Gayle Lewis, Nebraska; and <br /> <br />Wayne Haas, Kansas. The five federal agencies on the Technical Review Panel <br /> <br />were: EDA, U.S. Army Corps of Engineers, U.S. Department of Agriculture, U.S. <br /> <br />Bureau of Reclamation, and the U.S. Department of Commerce (Title V Regional <br /> <br />Commissions). <br /> <br />Each of the 11 Technical Evaluation Committee members conducted his individ- <br /> <br />ual evaluation and filed the report with EDA's Office of Research.. EDA's Office <br /> <br />of Research compiled a committee report and submitted that report to the Research <br /> <br />Contracts Division on April 28, 1978. From the committee evaluation, it was <br /> <br />determined that there were five groups whose proposals were responsive to the <br /> <br />request for proposal. <br /> <br />CONTRACTOR INTERVIEWS <br /> <br />The High Plains Council had earlier determined to interview the "finalists" <br /> <br />as a part of the procedure to make recommendations to EDA. The interviews for <br /> <br />. <br />the five finalists were held in Dallas, Texas on May 30 - June 1, 1978. <br /> <br />Representatives of each of the six member states, EDA, and the U.S. Department <br /> <br />of Commerce, Office of Contracts, participated in the interview sessions. The <br /> <br />individuals representing Missouri River Basin states were as follows: Gayle <br /> <br />Lewis, Nebraska; William R. Smith, Harris Sherman, Colorado; and Dale H. Williams, <br /> <br />Wayne Haas, Kansas. <br /> <br />The two groups that did not make the finalists list were: (1) Coastal <br /> <br />Ecosystems Management, Inc. and (2) Planning Research Corporation. <br />
