Williamson <br />Council Vice-Chairman <br /> <br />July 31, 1978 <br /> <br />My initial report on the High Plains Study to the Missouri River Basin <br /> <br />Commission included a general summary of the purpose of the study, the authorizing <br /> <br />legislation and the study organization. This report outlines the progress of <br /> <br />selecting a general contractor to conduct the study. <br /> <br />CONTRACTORS PROPOSALS <br /> <br />The request for proposals was published in the Commerce Business Daily on <br /> <br />January 27, 1978. The Bidders' Conference was held on February 14 at the Dallas <br /> <br />Airport Marina Inn. The deadline for submitting proposals was March 23. The <br /> <br />Department of Commerce's Contract Office received seven proposals to conduct <br /> <br />the study. The seven submitting proposals were: <br /> <br />1.
