<br />OUI1409 <br /> <br />-3- <br /> <br />HIGH PLAINS COUNCIL MEETING <br />On June 2, 1978 the Council held a meeting at the Dallas/Fort Worth Airport <br />Marina Hotel. At that time each of the states submitted their own individual <br /> <br />scoring and ranking of each proposal after evaluation of the written proposals <br /> <br />and the interviews. At the meeting it was also suggested that EDA would have <br /> <br />the contract negotiated by July 1, 1978. <br />During the meeting a need for liaison and direction from the Council, in <br /> <br />conduct of the Corps of Engineers' portion of High Plains Study was also <br /> <br />discussed. After this discussion the Council took action to establish a Liaison <br /> <br />Committee with a representative from each of the six states to cooperate with and <br /> <br /> <br />provide technical information to the federal government (EDA/Corps). (These <br /> <br /> <br />appointments were solicited by the Chairman after the meeting, and are to be <br /> <br /> <br />made by the individual states.) <br />The Council also determined that the next meeting date for the Council be <br /> <br />tentatively set for October 19, 1978 and the interim report to Congress should <br /> <br />be delayed until January 1, 1978 (P.L. 94-587 requires a report on October 1, <br />1978). The request for the delay was of course due to the late start of the <br /> <br />contractor. The Council Chairman has written a letter to the Department of <br /> <br />Commerce requesting an extension of the deadline. <br /> <br />ACTIVITY SINCE THE JUNE 2, 1978 MEETING <br /> <br />As of this date, states have not been informed of a contract award. The <br /> <br />delay at this point centers on funding. Report No. 1 referred to the fact that <br /> <br />Congress had appropriated three million dollars for the six million dollar study. <br />The additional three million dollars was anticipated in a supplementary appropria- <br /> <br />tion. This procedure was not followed and the funds are now being sought through <br /> <br />the regular budget process. It is therefore necessary for EDA to negotiate a <br /> <br />split contract before making the award and announcing the successful bidder. The <br /> <br />last word is that the announcement is expected around August 1. <br />
