Highway <br />expenditures and police services appear to_Qe particularly <br />expensive for large municipal governments.!! <br /> <br />Professor R. J. Smeed, one of the <br />world's leading traffic systems analysts. <br />has shown that the more commuters a town <br />has, the more highways per capita it must <br />build. He shows that where there are <br />10.000 commuters in a town. they require <br />eight square feet of roadway per person; <br />100.000 commuters require 28 square feet <br />per person; and 1.000,000 commuters re- <br />quire 97 square feet of roadway per per- <br />son. Thus.
