<br />. <br /> <br />. <br /> <br />C. "Purpose and Needs Statement" . The "Purpose and Needs" statement is <br />portrayed as being very important in both potential challenges to any EIS <br />and alternative development. The "Need" statement must state clearly <br />what you are doing and why. A "Need Statement" should be only one or <br />two sentences and be specific. The purpose can expand on the "needs" <br />and be all encompassing. The need was stated as follows, "Provide a long <br />term water supply from the Wayne N. Aspinall Unit to the Black Canyon <br />of the Gunnison Natural Monument by means of a water service <br />contract." <br /> <br />The purpose will be as stated on the right hand side of page 1 of the <br />"Public Information Packet on the Proposed Contract to Deliver Water <br />from the Wayne N. Aspinall Unit to the Black Canyon of the Gunnison <br />National Monument", dated April 1992. The purposes will be expanded <br />as appropriate based on the public comments received. <br /> <br />D. Schedule - The Schedule for the balance of the NEPA process is <br />contained in the "Task Directive." The schedule will be revised to <br />encompass the USFWS five year interim test flow period. <br /> <br />IV. Draft Contract <br /> <br />The Preliminary Working Draft of the contract is dated January 15, 1992 and <br />will serve as the initial starting point from which contract negotiations will <br />proceed. <br /> <br />V.
