Such <br />consultation may require the preparation of an EIS on the Aspinall Unit <br />and more definitive operating procedures. <br /> <br />B. Previous Biological Opinions Affecting Aspinall Operations <br /> <br />On November 2, 1979, and March 12, 1980, BOR requested formal <br />Section 7 consultation on the Dallas Creek and Dolores Projects <br />respectively. Both Dallas Creek and Dolores are participating projects <br />under the CRSP Act. Biological Opinions dated November 16, 1979, for <br />Dallas Creek and June 9, 1980, for Dolores were prepared as prescribed <br />in the Interagency Cooperation Regulations published in the Federal <br />Register on January 4, 1978, and pursuant to the Endangered Species <br />Act, as amended. Those Biological Opinions found both the proposed <br />participating projects would likely jeopardize the continued existence of <br />the endangered Colorado squawfish, bonytaiI chub and humpback chub. <br /> <br />Both Biological Opinions indicated that a "Colorado River Fisheries <br />Investigation" (CRFI) was on-going and scheduled for completion in 1981. <br />Specific flow recommendations for specific habitat areas of the Colorado <br />River and its tributaries were not going to be made until the CRFI was <br />completed. The interim reasonable and prudent alternative that allowed <br />the projects to proceed was to reserve water in either these or other <br />projects so that flow adjustments related to Dallas Creek and Dolores <br /> <br />11 <br /> <br />000996 <br />
