The Secretary has authority to review <br />tributary inflow systems both on and off reservation lands. <br />Additionally, the Secretary can review progress on the bank <br />stabilization program on the reservations along the Lower <br />Colorado and determine whether additional work is necessary <br />in this regard." <br /> <br />Tributary flood and erosion control facilities, where <br />feasible, can contribute significantly to maintaining the <br />Floodway channel capacity, protecting property, and <br />potentially mitigating higher river flows. Similarly, <br />assessments of needed river bank stabilization and protection <br />compatible with the established Floodway design flow <br />elevation for reservation lands, as well as all other lands <br />along the Floodway, should be undertaken and priority <br />programs established to implement needed improvements. <br /> <br />RECOMMENDATION: <br /> <br />It is recommended that the Secretary of the Interior, in <br />consultation with the tribes and consistent with Section 15 <br />of the Colorado River Floodway Protection Act, conduct <br />general assessments of needed river bank stabilization and <br />tributary flood and erosion control, consistent with <br />reservation development plans for the five Indian <br />reservations along the lower Colorado River and, based on <br />those assessments and with approval of each tribe, establish <br />priority programs for implementing needed improvements. In <br />conducting such assessments, the Secretary should consult the <br />tribes as to flood and associated high ground water-prone <br />areas and flood-related erosion-prone areas in order that <br />they can be taken into account in reservation development <br />plans. <br /> <br />II.
