The business for which compensation is sought <br />must have represented at least 50 percent of <br />the owner's earned income (gross income minus <br />business expenses) in the two years prior to <br />1983, or 50 percent of projected earned income, <br />in the case of a new business. <br /> <br />c. Business losses are eligible to the extent not <br />previously compensated by <br />1. Grants <br />2. Insurance <br />3. Other forms of reimbursement, including <br />indirect compensation received in the form <br />of tax deductions or credits. <br /> <br />B. "Not Reasonably Foreseen" Criteria <br /> <br />1. property and/or business located outside of the <br />Colorado River Levee System, or above the levee <br />design flood elevation in cases where the levee is <br />not continuous, that were affected directly by high <br />river flows and associated backwaters. <br /> <br />2. property and/or business located outside of the <br />Colorado River Levee System, or above the levee <br />design flood elevation in cases where the levee is <br />not continuous, that were affected indirectly by <br />sustained abnormally high ground water levels caused <br />by high river flows. <br /> <br />VII-5 <br />
