<br />002253 <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />It is recommended that a monetary determination be <br />confirmed for all losses. Direct monetary compensation is <br />recommended as opposed to other options such as relocation <br />assistance, exchanges for public lands, and forgiveness of <br />Small Business Administration (S~A) loans. It offers the <br />most efficient means for administering the program and gives <br />the recipient the maximum flexibility. A two-party check, <br />one party being the SBA, would have the same effect as <br />forgiving the loan without having to directly involve the SBA <br />in the process~ The Federal Emergency Management Agency <br />should have the discretion as to whether all or a part of the <br />losses would be compensated based on the extent and impact of <br />the economic loss. <br /> <br />The Task Force fully recognizes federal budgetary <br />constraints in making these recommendations. However, it is <br />anticipated that claims meeting the recommended criteria <br />would be very limited and that the total claims would not <br />materially affect the federal budget. <br /> <br />VII-6 <br />
