The Congress direct Reclamation, and provide <br />sufficient funding, to assist the Federal <br />Emergency Management Agency in administering <br />the program to compensate persons outside <br />the Floodway who suffered economic hardships <br />resulting from the 1983 high Colorado River <br />flow impacts which could not reasonably have <br />been foreseen, consistent with elig ibili ty <br />criteria recommended by the Task Force. <br /> <br />b. The Congress direct Reclamation, in <br />conjunction with the Corps of Engineers, to <br />develop a comprehensive long-term program to <br />provide for the maintenance of the Floodway <br />that includes a division of responsibilities <br />between federal, state, tribal, and local <br />entities. Sufficient federal appropriations <br />should be provided for the timely completion <br />of these studies to ensure the maintenance <br />of an effective Floodway. <br /> <br />c. The Congress direct Reclamation to jointly <br />study, with the United States Geological <br />Survey, and in the case of Indian <br />reservations, the Bureau of Indian Affairs, <br />potential high ground water-prone areas <br />along the Colorado River arising from a <br />Floodway elevation flow and to recommend <br />potential mitigation measures to eliminate <br />or help reduce potential high ground water <br />problem areas. Sufficient federal <br />appropriations should be provided for the <br />timely completion of these studies to avoid <br />future damages and to provide information <br />for local land use planning and development <br />plans. <br /> <br />d. The Congress direct, and provide sufficient <br />funding for, Reclamation, in cooperation <br />with the United States Geological Survey, to <br />assess the need for additional tributary <br />gaging stations for the purposes of flood <br />warning and verification of tributary flood <br />flows, and to install and operate gages that <br />are deemed necessary. <br /> <br />IV-6 <br />
