In this section. a number of pertinent documents <br />are briefly mentioned. <br /> <br />2. Up-Front Financinq/Cost-Sharinq Proposal <br /> <br />a. Animas La Plata Project. $78.3 million worth of <br />non-federal up-front and cash contributions during construction <br />and assumption by non-federal parties of the $81.8 million of <br />costs for construction of the Southern Ute Reservoir and Ute <br />Mountain Ute irrigation facilities result in a 28.5% reduction <br />($160.1 million) in Federal monetary outlays. $67.1 million. <br />which is the present worth of future repayments to the United <br />States by New Mexico and Colorado beneficiaries, are also <br />counted as part of the local cost share, bringing the total <br />non-Federal contributions to the cost of the project to $227.2 <br />million. <br /> <br />b. Tribal Development Funds. As another cost sharing <br />commitment towards settlement of the Indians' Winters water <br />rights claims. Colorado will contribute $11 million toward the <br />$60.5 million cost of the agreed upon Tribal development funds. <br />Part of this $11 million will be used by the state to construct <br />a pipeline and distribution system to bring domestic water from <br />the Dolores Project to the Ute Mountain Ute Reservation. The <br />balance of $49.5 million is to be contributed to the <br />development funds by the United States. <br /> <br />c. Summary. An initial total Federal obligation of <br />$622.7 million. composed of the $562.2 million estimated cost <br />of the Animas-La Plata project and of the $60.5 million cost of <br />the Tribal development funds. necessary for settlement of the <br />Tribes' Winters water rights claims is reduced to $451.6 <br />million. Put another way, 38% of the combined cost of the <br />project and the development funds will come from non-federal <br />sources. <br /> <br />d. Table 4 (attached) from the Agreement sets out <br />the specifics of the up-front financing/cost-sharing proposal. <br /> <br />VII. Finalitv of Aqreement <br /> <br />1. Required Conqressional Enactments <br /> <br />a. Deferral of Tribal repayment obligations. <br /> <br />b. Waive all Winters rights claims except as set <br />forth in the Agreement. <br /> <br />c.
