<br />5 Procedure Manuals <br />a. For each level of analysis (cu & losses, depletion, StateMod, etc.) prepare a <br />procedures manual that walks the user through the necessary steps to perform the <br />analysis. These documents will use the procedure outlines developed in Task l.b.ll <br />as starting points and further define the procedures to accomplish the cu analysis for <br />each level of analysis. These procedures will address not only the use of the CU <br />model but also retrieval of data from the central database accesses, use ofDMI's, use <br />of pre-formatted data sets, etc. <br /> <br />The developed Procedure Manuals will be patterned after the detailed procedure <br />descriptions contained in Appendix D of the documentation of the CROSS San Juan <br />River Basin Model. <br /> <br />The procedure manuals will be prepared in draft form for state review and finalized <br />after state comments are received (the CU & Losses Manual will be further refined <br />after applications). <br /> <br />6. Data Assessment <br />a, For the Colorado River, Gunnison River, Yampa" White, and San Juan Basins collect <br />current irrigated acreage and diversion data and prepare summaries for each basin of <br />application rates per ditch system, parcels without diversions and diversions without <br />irrigated land. This analysis would be similar to the analysis performed in March, <br />1998 for the Gunnison Basin. Work products would be a brief memo and spreadsheet <br />for each basin to be provided to the Division Engineers. The intent of this effort is to <br />let the Divisions get started on refinement of the diverting structure/parcel ties such <br />that the consumptive uses and losses report can be more accurate and complete. <br />b. Also investigate the availability of current non-irrigation data for the 1991 through <br />1995 period. IdentifY gaps in data needed for the analysis and fonnulate a plan (which <br />may involve Division Engineer staff) to resolve those gaps. <br />c, Discuss data availability impacts on costs and schedule of cu and losses analysis with <br />CWCB and CROSS staff. <br /> <br />7. Division Office Coordination <br />a Technical assistance will be provided to state staff on an as needed basis, and as <br />budget allows, to coordinate with Division offices and support corrections of state <br />data. <br /> <br />8. CU and Losses Report <br />a Prepare data for placing in the central database that is required for the consumptive <br />uses and losses determination for the West slope for 1985 through 1990 and 1991 <br />through 1995.
