<br />, ~. <br /> <br />"I <br /> <br />~- <br /> <br />. <br /> <br />. <br /> <br />City believes that the Water Quality Control Commission should take the <br /> <br />position that salinity control on the Colorado River is the sole re- <br /> <br />sponsibility of the U.S. Government, and neither the State nor local <br /> <br />governments should be expected to expend monies to comply with an <br /> <br />obligation of the United States Government to a foreign.power. <br /> <br />d) <br /> <br />Therefore, the City of Colorado Springs would. respectfully <br /> <br />request that the Water Quality Control Commission amend Section 3.9.5 of <br /> <br />the Commission's current regulation entitled "Colorado River Salinity <br /> <br />Standards" as contained in Article 3, Water Quality Standards, of the <br /> <br />Rules, Regulations, and Guidelines of the Water Quality Control <br /> <br />Commission, to provide, as a matter of policy, that salinity control on . <br /> <br />the Colorado River. should be a basin-wide approach with the only <br /> <br />responsible party being the United States Government.
