A list of all witnesses who may be called and a brief descrip- <br /> <br />tion of their testimony. <br /> <br />Rod F. Kuharich. Mr. Kuharich will testify as to the position <br /> <br />of the City of Colorado Springs regarding salinity control in the <br /> <br />Colorado River Basin. As stated above, it is the City's position that <br /> <br />salinity control on the Colorado River should be a basin-wide approach <br /> <br />and that the only responsible party should be the Federal Government. <br /> <br />4. All written testimony to be presented at the hearing. <br /> <br />PRE-HEARING STATEMENT OF THE CITY OF <br />COLORADO SPRINGS BY ROD F. KUHARICH <br /> <br />It is the position of the City of Colorado Springs that salinity control <br />on the Colorado River should be a basin-wide approach and the only <br />responsible party is the U.S. Government. The salinity controls. on the <br />Colorado River have been developed, using as its basis, Minute 442 of <br />the Treaty with Mexico. In essence, that Minute states that the: salin- <br />ity or total dissolved solids content of the Colorado River entering <br />into Mexico should be equal to the salinity content at Imperial Dam. <br />The Minute further states that the delivery of 1.5 million acre feet <br />for uses in Mexico will be made on an annual basis. We find that the <br />Treaty with Mexico has many Minutes added to it. This was done for <br />expediency's sake. Both the United States and Mexico realize that a <br />renegotiation of the Treaty is a rather formal process taking several <br />years to accomplish and that by both sides agreeing to Minutes, or <br />attachments to the Treaty, changes can be made and time and money saved. <br />Furthermore, these charges were not accomplished with the consent of the <br />States and local governments directly impacted thereby. One problem <br />arises with the Minutes to the Mexico Treaty and that is they are not <br />ratified by the Senate. Therefore, we urge the Water Quality Control <br />Commission to take the position that salinity control of the Colorado [ <br />River is the sole responsibility of the Federal Government and neither <br />State nor local funds should be expended to comply with an obligation of <br />the United States Government to a foreign power. . <br /> <br />(j) <br /> <br />The Water Quality Control Commission plays no role in the development of <br />the Salinity Forums Report.
