Colvin II, City Attorney and Michael J. Heydt, Deputy <br /> <br />City Attorney, and submits its Prehearing Statement: <br /> <br />1. A summary statement of the position of the party on the issues <br /> <br />that are subject of the hearings and the action thereon the Commission <br /> <br />should take. <br /> <br />The City of Colorado Springs intends to present testimony, as <br /> <br />evidenced by its prehearing Statement, which is attached to this <br /> <br />Application for Party Status. In summary, it is the position of the <br /> <br />City of Colorado Springs that salinity control on the Colorado River <br /> <br />should be a basin-wide approach and the only responsible party for that <br /> <br />control should be the U.S. Government. The basis for this position is <br /> <br />that the salinity controls on the Colorado River have been developed as <br /> <br />a result of the Treaty with Mexico along with the various Minutes <br /> <br />thereto. The several States and various local governments have not had <br /> <br />an opportunity to participate in the determination of. whether or not <br /> <br />salinity stand;1rds should or should Hut be implemented.
