<br />. <br /> <br />. <br /> <br />. <br /> <br />OD2705 <br /> <br />Analysi s - p., 2 <br /> <br />Requires the first board of directors to convene <br />in Sacramento at the time and place fixed by the chairman <br />of the board of supervisors of the county having the <br />, greatest assessed valuation and to elect a chairman, vice <br />chairman, and secretary to serve for a period of two years <br />or until their successors are appointed and qualified. <br />Thereafter, the board would be required to fix the time <br />for its regular meetings which would be held in Sacramento <br />and would be authorlzed to provide for the calling and <br />holding of special meetings at any place in the State . (,See . 6) <br />/".,'" ~< <br /> <br />Grants to the board power to provide for ,l~ternall, <br />management of district and prescribes procedure therefor. <br />Authorizes the board to fix the rates at which water and <br />hydroelectric power shall be sold, which rates must be <br />uniform for like classes of service throughout the district. <br />( Sec. 6) <br /> <br />Powers of District. Grants to the district various powers, <br />including the following: <br /> <br />(1) <br />(2) <br />(3) To <br />facilities across <br /> <br />To acquire and dispose of property. <br /> <br />To exercise the power of eminent domain. <br /> <br />construct and maintain works and <br />or along publiC streets or on public lands. <br /> <br />(4) To incur indebtedness, not exceeding 15 percent <br />of the assessed valuation of taxable property within the <br />district. <br /> <br />(5) To levy and collect taxes upon taxable property <br />within the district, limited (exclusive of taxes levied to <br />meet bonded indebtedness and interest thereon and obligations <br />to the United States) to 20 cents on each $100 of assessed <br />valuation. <br /> <br />(6) To join with other public corporations in <br />carrying out its powers. <br /> <br />(7) To acquire water rights within or without the <br /> <br />State. <br /> <br />(8) To develOp, store, and distribute water or <br />hydroelectric power. <br />
