There follows a more detailed analysis <br />of the principal provisions of the proposed bill. <br /> <br />~ <br /> <br />Creation of District and Territory Included Therein. <br />Creates the Northern California Water District consisting <br />of all the territory in all the counties of the State <br />other than the Counties of Imperial, Los Angeles, Orange, <br />Riverside, San Bernardino, San Diego, and Ventura. Requires <br />the headquarters of the district to be maintained in <br />Sacramento. (Sec. 3) <br /> <br />Board of Directors. Provides for the exercise and per- <br />formance of the powers and duties of the district by a <br />board of directors consisting of one representative from <br />each county within the district, designated and appointed <br />by the board of supervisors of the county. Prohibits <br />supervisors from serving on the board. (Sec. 6) Makes <br />directors subject to recall by county voters in accordance <br />with the recall provisions of the freeholders' charter or <br />other law applicable to the particular county. (Sec. 15) <br /> <br />Gives each director one vote on all questions, <br />orders, resolutions, and ordinances, and requires a majority <br />vote on all such matters. (Sec. 6) <br /> <br />Provides that directors shall receive $30 for <br />each day engaged in performance of official duties plus <br />reimbursement for necessary traveling and other expenses. <br />( Sec. 6) <br />
