(Secs. 4 and 5) <br /> <br />General Obligation Bonds. Authorizes the district to issue <br />general obligation bonds whenever the board determines that <br />the acquisition, construction, or completion of works is <br />necessary and that the cost will be too great to be paid <br />out of the ordinary income and revenue of the district. <br />Provides the procedure for the calling and holding of an <br />election on the proposition of issuing general obligation <br />bonds and requirefl' the favorable vote of a majority of the <br />electors voting dh'the proposition. Contains prov:Lsions with <br />respect to the form, terms, and other details relating to the <br />issuance and sale of the bonds. Requires the board, so far <br />as practicable to fix, water rates which will result in revenue <br />to pay the operating expenses of the district, provide for <br />repairs and maintenance, and provide for the payment of the <br />interest and principal of the bonded debt; but authorizes <br />an annual tax levy to pay the interest or princi.,al on the <br />bonded debt as it becomes due if the revenues of the district <br />are inadequate. (Sec. i3) <br /> <br />Authorizes and provides the procedure for refunding <br />bonded indebtedness. (Sec. 4) <br /> <br />Short Term Indebtedness for Emergency Repairs and Replacement <br />of Works. Authorizes the board, whenever it determines that <br />district works have been damaged or demolished by reason of <br />fire, flood, earthquake, sabotage, or act of God or the <br />public enemy, and that the cost of repairing or replacing <br />such works will be too great to be paid out of the ordinary <br />annual district income and revenue, and that public interest <br />requires the incurring of indebtedness to provide money for <br />the repair or replacement thereof, to incur indebtedness <br />for such purpose and issue and sell notes or other evidence <br />
