Non-disruptive investigations <br />and data collection could still be carried out in these <br />areas subject to the remaining conditions. Additionally, <br />during much of the time period in question many of the restricted <br />areas are snowbound and appl icants probably dO not contem- <br />plate working in those locations at those times. <br /> <br />Elk calving takes place in the vicinity of the proposed <br />Silver Creek Tunnel and Pipeline and the proposed Bear Tunnel. <br />In order to avoid unnecessary disturbances during this impor- <br />tant time periOd it is requested that the following condition <br />be placed on any preliminary work permit issue to applicants. <br /> <br />~gud111QD_~~: No mechanized field investigations or <br />blasting shall be carried out in the area of the proposed <br />Silver Creek Tunnel and pipeline or the proposed Bear Tunnel <br />from June 1st to July 15th of any year. <br /> <br />~f~Il~~_alB~_fBOlf~Il~~OlIlO~S <br /> <br />Nesting birds, like elk and deer, can be subject to <br />excessive stress. In birds the excessive stress which can <br />result from activities of man is frequently manifested by <br />desertion of the nest. Such desertion results in loss of <br />young, disruption of breeding patterns and a consequent <br />decline in species population. This problem is particularly <br />severe with hawkS, falcons and 901den eagles.
