.,
)

.

.

v

fBQI~IIYf-~B~i-~_~~QIIIQ~i

Certain terms and conditions must be placed on any pre-
I iminary permit issued in this matter to prevent any unnec-
essary and avoidable adverse impacts on important wildlife
species of the State of ColoradO which could result from
the prel iminary permit investigations proposed by the appli-
cants. The terms and conditions requested herein were devel-
oped by the Colorado Department of Natural Resources. Divi-
sion of wildl ife. The conditions proposed are the mlDlm~
number necessary to protect important wildlife species in
the State of ColoradO. If the applicants' work plans are
amended then it would similarly be necessary to amend the
protective conditions to assure they will continue to serve
there intended purpose.

During the investigation to be carried out under the
proposed work plan there is great potential for adverse dis-
turbance to important wildlife species. In particular.
wintering big game and nesting birds may be adversely im-
pacted by certain of the activities contemplated by appli-
cants.

~~A~~ffB_fB~IftIlYf-'QMQIIIQ~

Wintering elk and deer herds are always subject to
stress due to severe weather ana other habitat conditions.
An aggravation of the normal stress can result from the
activities of man in the winter season on the deer and elk
wintering grounds. Such an increase in stress can result
in a weakening of the animals and increase winter kill rates.

,

The data previously submitted by this intervenor shows
that the following project areas are within the winter range
or critical winter range for elk and/or deer

Yampa Reservoir and Pipeline
ROCk Creek Reservoir and Tunnel
Morrison Creek Reservoir
Service Creek Tunnel
Gore Power Pipel ine
Sheephorn Reservoir
little Sheephorn Reservoir
Green Mountain Tunnel
Bear Gulch Diversion Dam and Tunnel

-z-

;
0969
