. .

.1...

iJ008~7

Ocfober 21, 1996

Page 2

A discussion of the big picture plot followed, in which Ray Bennett pointed out that some rights do not
get plotted because location information for them does not exist. It was decided that the big picture plots
would be pulled out of the memo because they provide incomplete information, but the text should note
why they are not included.

The State will include the above two items in their review comments for Draft Memorandum 3.01.

Second "fresh eyes" report

Meg submitted the second "fresh eyes" report. Ray Bennett suggested the report reference the need to
establish clearer trail for recreating input files quickly. He also suggested that location problems related
to the big picture plot and need for a scale on the plot should be included, Roger mentioned that he and
Ross had discussed the big picture plot and he felt that Ross had more or less taken it under advisement.
Meg said that the "fresh eyes" report is not a complete repository for items to be improved upon, but
Boyle's input to such a list; it was noted that the scope does not include a cycle for review by the State
and finalization of those reports.

Task 3.03 - Aggregation of Irrigation Structures

Meg submitted the draft Task Memorandum for Task 3.03. Main points therein:

· There are twenty-seven groupings in the proposed aggregation scheme, representing
approximately 450 structures. Special cases and considerations leading to groups of more than
1000 acres are described in the memo.

. Several excluded areas are described in the memo.

· There was no duplication of structures in more than one spatial aggregation.

· Aggregation nodes are given the id "ADY _xxx", Names are names of downstream USGS gages
where appropriate.

Task 3.05 - Define water right classes

A preliminary task memo was presented. The four lines on the plot of cumulative decreed amounts vs.
admin number are positioned relative to one another as they are in the White River basin. Ray Bennett
suggested the following

· where the class division is prescribed by a calling right, the division should be made exactly at
that administration number

· call information should be attributed to Kent Holt and date of conversation documented

These comments will be incorporated before Boyle submits the draft task memorandum for State review.
