Objective was to
review progress with the Yampa River basin model and line out approach on subtasks currently being
worked on. Please contact Meg Frantz is you believe the following to be incorrect.

Task 3.01 - Instream Flow Modifications

Meg passed out the draft memorandum for Task 3.01. The memo reflects that DMI's were used to
create model input files to the extent they were used in Phase 2, or (in the case of the .dds file) to the
extent it was practical to do so, Specifically,

· makenet was used to create a network diagram and ,rin file

· watright was used to create .ifr and .ifs files; these files were hand-edited to the extent that they
were edited in the Phase 2 model, and documentation describing the edits was added to the files.

· the .if a file was created by editing the Phase 2 .if a file, which appears to have been created
manually

· return flow nodes in the Phase 2 .dds file were modified through the gui to avoid having to run
demandts to create a file equivalent to the Phase 2 .dds file with respect to constrained demand.

Under both the historical and calculated demand scenarios, the change in instream flow configuration
made no change to diversions. The instrearri flow rights in the enhanced model control the same or
slightly smaller amounts of water when compared to the Phase 2 model.

Ray Alvarado suggested that the memo should interpret Exhibits 2 and 4 in more detail because the
printout is not self evident.

BO'rlLE
