One <br /> <br />alternative must maximize contributions to national economic development <br /> <br />while the other maximizes contributions to environmental quality. Both <br /> <br />objectives are equal in importance and are treated with equal weight <br /> <br />in the final analysis. Each alternative is evaluated to determine <br /> <br />how well it satisfies the objective for which it was formulated by <br /> <br />displaying the measured beneficial and adverse effects of the alternatives <br /> <br />in the four account system (NED, EQ, RD, and SWB). <br /> <br />Specification of Objectives <br /> <br />The first step in the MOP process is to identify or specify the components <br /> <br />of the two major objectives. These components must be of concern to <br /> <br />the nation, present in or relevant to the resources being studied, <br /> <br />measurable or capable of being qualitatively defined, and expected to <br /> <br />be those which can be substantially influenced through management and <br /> <br />development alternatives available to planners. <br /> <br />The NED objective can be served in two basic ways: (1) by increasing <br /> <br />economic values through increasing output or production of goods and <br /> <br />services or (2) by increasing economic efficiency in the production of <br /> <br />goods and services. <br /> <br />The Yampa and Green River Basins' economy is largely resource oriented. <br /> <br />Major goods and services produced in the area are agricultural products, <br /> <br />/ <br /> <br />~ <br /> <br />, <br />~ <br />~ <br />~ <br />~ <br /> <br />~ <br />e <br />M <br />
