<br />001734 <br /> <br />r\ <br /> <br />-2- <br /> <br />Comparison of alternative plans is accomplished by analysis and measure- <br /> <br />ment of the advantages and disadvantages of each plan in a system of <br /> <br />four accounts relative to what is expected to happen with no wild and <br /> <br />scenic river action. These accounts or general categories of effects <br /> <br />are national economic development (NED), environmental quality (EQ), <br /> <br />regional development (RD), and social well-being (SWB). These four <br /> <br />accounts are then compared to each other to see how the various plans <br /> <br />can be improved for the purpose for which the plan is intended. The <br /> <br />effects of various economic and environmental plans are compared to <br /> <br />each other and another plan (recommended plan) is usually prepared to <br /> <br />optimize total environmental and economic contributions resultant from <br /> <br />a proposal. The procedure is designed to present a range of acceptable <br /> <br />and relevant alternative plans together with a full display of all <br /> <br />effects and interrelationships to decisionmakers. The planners present <br /> <br />facts and analysis of facts, while reserving options and decisions for <br /> <br />appropriate officials. <br /> <br />Application <br /> <br />Application of this analytical procedure begins with recognition that <br /> <br />planning for the use and development of the nation's resources is <br /> <br />undertaken to serve two major objectives, national economic development <br /> <br />(NED), and preservation or enhancement of environmental quality (EQ). <br /> <br />In some cases the objectives can be served by complementary actions, <br /> <br />but in other situations there may be conflict of varying degrees. <br /> <br />f <br />. <br />i <br />, <br />, <br />" <br />r <br />" <br />" <br />f1 <br />,.J <br /> <br />! <br />
