<br />. <br /> <br />0;)3)77 <br /> <br />. <br /> <br />AL TERNA TIVES <br /> <br />INTRODUCTION <br /> <br />This section provides a detailed description, based on currently available information, of each <br />alternative considered in Phase I of this investigation. Where data and information gaps exist, these <br />gaps are noted and recommendations made for follow up investigations in Phase 2 for those <br />alternatives which are not screened out as a result of the Phase I investigation. Unless inapplicable <br />to the specific alternative, the following topics are covered for each of the alternatives: <br /> <br /> <br />. <br /> <br />Description of the alternative: (I) project operation, (2) physical layout and location <br />of all project facilities, (3) existence of channel flow capacity constraints affecting <br />project operation/feasibility <br />Source of water <br />Necessary water rights and discussion of how these water rights will be otained <br />Total volume of water made available <br />Feasibility of using water from this specific alternative to augment flows at the head <br />of the IS-mile reach during the 7-10 day peak spring runoff flow period <br />Frequency/dependability with which the water can be delivered to the head of the 15- <br />mile reach <br />Feasibility of carrying over unused water from year to year <br />Capital and operations and maintenance costs, <br />Potential effects of the specific alternative on yields from other existing projects; i.e. <br />would implementation of the specific alternative reduce the yield of other projects <br />or otherwise negatively affect these projects? <br />Discussion of how the water available from this alternative will be administered in <br />order to insure its arrival at the head of the IS-mile reach, <br />Discussion of any potential legal problems other than water rights and permitting <br />concerns; e,g, right of way, Colorado River Compact Problems, Blue River Decree <br />concerns, necessity of new Federal or State legislation, etc. <br />Institutional considerations including support or opposition by various stakeholders, <br />conflicts with existing stakeholders/institutions, etc. <br />Required Federal, state and local permits for implementation of the alternative, <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Descriptions of the following alternatives are presented: <br /> <br />1, Gunnison River transbasin diversion <br /> <br />2.
