.

Deliverables:
1. A revised "diversions' file containing all locations of White River diversion structures tied to
White River irrigated lands.
2. A list of structures modeled in Phase II.
3. A file of Phase II baseflow node locations in a format suitable for import into ArcView,
4. A ArcView project file with the layers indicated in 3, above.
5. A 36 by 48 inch map generated from ArcView.

Task 2.03

Aggregate Irrigation Structures

Objective: For the White River Basin physically aggregate the irrigation structures not explicitly
modeled in Phase 11 by manually drawing aggregation boundaries on the map, All irrigation structures
falling within a boundary will be aggregated into a single structure, A table will be generated from
ARC/INFO listing the individual WOlDs associated with each aggregation boundary.

.

Approach:
1. STATE: In an interactive ArcView session with RTIWR based on the ArcView project created in
Task 2,02, group acreage together by drawing a polygon on the screen after considering the following:
* baseflow hydrology (primary factor)
-spatial proximity
-Endangered Species instream flow reaches
-existing structures modeled
-new tributaries
-critical administrative reaches
-return flows
-aggregated irrigated area not to exceed 1000 acres
As a polygon is drawn, assign names and ids consistent with established naming conventions
(AGG_Trib_WO) to the aggregations nodes and structures. Use ArcView commands to prepare an
export table of the WOlDs and associated acreage in the polygon and output to a file with the name of
the aggregated group. Generate statistics on acreage included in the polygon,

Locate nodes representing the aggregated structures within the river network. It is anticipated
that nodes representing aggregated irrigation structures will be inserted just below 15 baseflow nodes,
and that 5 additional nodes may be needed to maintain an essential level of resolution in simulating
irrigation use.

This process would be repeated with additional aggregations until all aggregated groups are
defined (or redefined).

.

2. RTIGIS: In ArcView cleanup the aggregated boundary layer by placing different shading in each
aggregated group. Print a 24 by 36 copy of the map,
3. RTIWR: Using a spreadsheet, import the aggregation lists of WOlDs and acreage and report on any
WOlDs in more than one aggregation group, Provide a summary of WOlDs in more than one
aggregation group to the State.

Phase IlIa Scope of Services

1176 A-8

Jan 31, 1997
