. Approach:
1, Boyle: Revise the Phase II direct diversion command file associated with the OMI watright to
include aggregated irrigation structures and aggregated M&! structures. Include the aggregale
command to define which structures are associated with each aggregated irrigation structure
identified in Task 3.03. Include the wrclass command to define the water right classes determined
in Task 3.05, Include the setdiv command to include aggregated M&I structures determined in
Task 3,10. Execute the OMI watright for direct diversions using the -rightsd option, Check and
document the reported acreage against the GIS acreage for the aggregated irrigation structures,
Replace the aggregated irrigation structure database acreage with GIS acreage using thc seldi\'
command and rerun watright. If a revised version of watright is available, include the seldi\'/'
command to include aggregated M&I rights not in the database. If a revised version of watright is
not available, revise and execute an A WK program developed in Phase II to include aggregated
M&I structure rights at the same time free water rights are added, Note, aggregated M&l structures
will be assigned water right and decree data determined in Task 3.10.
2. Boyle: Revise the Phase II instreanl flow comm1!Ild file associated with the OMI watright to
include instreanl flQ;"vs as a reach, Include the setisf command to include the instream flow reaches
identified in Task 3,12, Execute the OM! watright for direct diversions using the -righlsi option,
If a revised version of the OMl watright is available use the revised instreanl flow demand file
(* .ifa) generated by the OMI watright after checking it for reasonableness. If a revised version of
watright is not available, hand edit the Phase II instream flow demand file (*ifa) to reflect an
. instream reach and the data determined in Task 3.12.
3. Boyle: Revise the Phase II reservoir command file associated with the OMl watright to include
aggregated reservoirs. Includ€l11e=aggres option to aggregate reservoirs not explicitly modeled,
Include the wrclass command to define aggregated reservoir water right classes to be the same as
those determined in Task 3,05, Execute the OMI watright for reservoirs using the -rightss option,
If a revised version of watright is available then the reservoir station (*rcs) and reservoir right
(* .rer) files will include an entry for each aggregated reservoir. Oata such as capacity and water
rights will be distributed evenly to each aggregated reservoir assigned, In addition, the selres
command will allow stock ponds to be added to the reservoir structure file (*rcs) and the setres/'
command will allow stock pond rights to be added to the reservoir right file (*rcr.) If a revised
version ofwatright is not available, hand edit the reservoir station (*res) and reservoir right C*.rer)
files to distribute aggregated reservoir station and right data to the number of aggregated reservoirs
with the data determined in Task 3,11, Also, hand edit the reservoir station (* .res) and reservoir
right (*,rer) files to include aggregated stock ponds with the data determined in Task 3.11,
4, Boyle: Prepare Task Memorandum 3.07 containing approximately 3 pages of text describing the
results of this Task, including Subtask 3 that was performed by the STATE.

OeliverabIes:
1. Boyle: Watright output for direct diversions including aggregated irrigation and aggregated M&l
structures,
2, Boyle: Watright output for instream flows treated as a reach,
3. Boyle: Watright output for reservoirs including aggregated reservoir and stock ponds structures,
4, Boyle: Task Memorandum 3,07 describing the results of this Task,

l.~a 1

Phase IlIa Scope of Services

A-27

Ja031,1997
