,

Approach: _
1. STATE: Prepare ASCII files that list the CountyfHUC for each structure in the White River Basin
that is tied to an irrigated parcel.
2, RTIWR: Prepare a temporary or working .dds file for every structure tied to an irrigated parcel,
i,e., for both explicitly model structures and the individual structures that are being aggregated,
3. RTIWR: Run demandts in "crop" mode to get crop mix (.CDs) for each structure in the
intermediate dds file.
4, RTIWR: Run the consumptive use model using the intermediate dds file to generate an
consumpti ve use demand time series for each structure in the intermediate .dds fi Ie using that
structure's crop mix.
5, RTIWR: Incorporate demandts average monthly estimates of basin efficiency into the command
file for the whitc, dds prior to running demandts.
6, RTIWR: Run demandts in both "demand" and "diversion" mode using a command file to
generate the ddh and ddm input files. The conrmand file will include both the explicitly modeled
Phase II structures as well as the aggregated groups identified in Phase III. The ddh file will
incorporate head gate demands derived from consumptive use estimates for the aggregated
structures,
7, STATE: Prepare a draft memo documenting the determination of aggregated structure head gate
demand time series in a 1-2 page memorandum, RTi would provide written comments on this draft
before State finalization,

-

Deliverables:
L A list of aggregated structures and their associated CountylHUC for structures tied to irrigated
lands in the White River Basin.
2, A interim ,dds file containing all structures that are tied to irrigated parcels.
3. A ,CDs file that includes crop patterns for all structures tied to irrigated parcels,
4. A .dds file that incorporates basin wide efficiency values for aggregated structures.
5. Demand files (.ddh and ,ddm) reflecting aggregated structures,
6. A memo describing the process and results of calculating demands for each of the aggregated
structures.

Task 2.10

Aggregate Municipal and Industrial Use

Objective: Aggregate municipal and industrial uses not explicitly modeled in Phase II to simulate their
depletive effects in the basin,

Asswnptions: - Basis for estimating basin wide M&I use is the Phase II Consumptive Use model and
database for "Other Uses".
- M&I uses are modeled as depletions rather than diversions with return flows.

Approach:
L RTIWR: Determine the explicitly modeled water use (depletion) reflected in the Phase II modeling
effort at M&I structures on an average annual basis (12 values, one for each month) for the White River
Basin. This will be accomplished by running THE StateMod on the Phase II dataset to generate the

Phase IlIa Scope of Services

1171

A.13

Jan 31, 1997
