Hallenbeck <br />October 23, 1986 <br />Page 2 <br /> <br />established and the mechanism for their participation in the <br />tributary study and floodway boundary determinations be <br />defined at the earliest possible date. <br /> <br />The same applies to the Colorado River Floodway Task <br />Force which, under subsection 4 (b) of the Act, is to be <br />chartered and operated in accordance with the Federal <br />Advisory Committee Act (Public Law P.L. 92-463). It should <br />be noted that the Governors of each state in which the <br />Floodway is located are also to appoint one representative to <br />serve on the Task Force. The Task Force is to advise the <br />Secretary of the Interior and the Congress with regard to <br />defining and establishing the Floodway, and pursuant to <br />subsection 4(b) of the Act, is to prepare recommendations <br />relative to: <br /> <br />(1) the means to restore and maintain the Floodway <br />specified in section 5 of the Act, including, but <br />not limited to, specific instances where land <br />transfers or relocations, or other changes in land <br />management, might best effect the purposes of the <br />Act; and <br /> <br />(2) the necessity for additional Floodway <br />management legislation at local, tribal, state, <br />and federal levels; <br /> <br />(3) the development of specific design criteria <br />for the creation of the Floodway boundaries; <br /> <br />(4) the review of mapping procedures for Floodway <br />boundaries; <br /> <br />(5) whether compensation should be recommended in <br />specific cases of economic hardship resulting from <br />impacts of the 1983 flood on property outside the <br />Floodway which could not reasonably have been <br />foreseen; and <br /> <br />(6) the potential application of the Floodway on <br />Indian lands and recommended legislation or <br />regulations that might be needed to achieve the <br />purposes of the Floodway taking into consideration <br />the special federal status of Indian lands. <br /> <br />The membership of the Task Force was set forth in the <br />Act and includes over 50 representatives of federal, state, <br />
