Box 427 <br />Boulder City, Nevada 89005 <br /> <br /> <br />Dear Mr. Hallenbeck: <br /> <br />with enactment of the Colorado River Floodway Protection <br />Act, Public Law P.L. 99-450, on October 8, 1986, a major step <br />has been taken to reduce the threat of loss of human life and <br />to protect health and safety and minimize damage to property <br />and natural resources along the Colorado River downstream <br />from Davis Dam. The Floodway established by the Act is <br />consistent with and essential for effective flood control <br />operations and the protection of water conservation. <br /> <br />The Act sets forth a very ambitious time schedule for <br />the Secretary of the Interior with respect to defining the <br />specific boundaries of the Colorado River Floodway downstream <br />of Davis Dam, capable of accommodating either a one-in-one <br />hundred year river flow consisting of controlled releases and <br />tributary inflow or a flow of 40,000 cubic feet per second, <br />whichever is greater. As enunciated in the House and Senate <br />Congressional Records and Committee Reports relative to the <br />Act, the analysis of the one-in-one hundred year river flow <br />should represent a realistic one-in-one hundred year <br />probability of such flow occurring in any reach of the river <br />at a given time and should not arbitrarily assume that flood <br />inflows from all tributaries occur simultaneously. , This will <br />require, as provided for in subsection 5(b)(1) of the Act, <br />the prior study of tributary flood flows downstream of Davis <br />Dam. <br /> <br />The Secretary's tributary study and boundary <br />determinations are to be undertaken, pursuant to subsection <br />5(b) (1) of the Act, in consultation with the seven Colorado <br />River Basin states, represented by persons designated by the <br />Governors of those states, the Colorado River Floodway Task <br />Force, and any other interested parties. The Secretary has <br />eighteen months after the date of enactment of the Act to <br />complete the study of tributary floodflows and define the <br />specific boundaries of the Colorado River Floodway. <br />Accordingly, it is imperative to the orderly and timely <br />development of the floodway boundaries that the Governor- <br />appointed representatives of each of the Basin states be <br />
