Such a large cross-section of <br />representation on the Task Force, while assuring balanced <br />input in preparing its report to the Secretary and the <br />Congressional Committees, will present some management <br />challenges in directing the effort in an effective and timely <br />manner. The Act calls for the Task Force report to be filed <br />within nine months after the date of enactment, October 8, <br />1986. This would indicate a report due date of July 8, 1987, <br />a relatively short time frame within which to accomplish all <br />of the tasks prescribed under the Act. Steps to organize the <br />large membership and charter the Task Force under the Federal <br />Advisory Committee Act before the first meeting is held <br />should be taken at the earliest possible date to make full <br />use of the remaining time available for the Task Force to <br />fulfill its obligations. It may be advisable to establish <br />subcommittees to deal with each of the six areas for which it <br />is to make recommendations, with subcommittee assignments <br />reflecting representatives' areas of expertise. <br /> <br />I have enclosed for your possible use some summary <br />sheets that we prepared in defining the requirements of the <br />Act relative to its schedule of implementation, the <br />representation on the Task Force, and the requirements of the <br />Federal Advisory Committee Act of 1972 with respect to the <br />Task Force. The Colorado River Board of California remains <br />available to assist in any way we can in this process to <br />ensure that the Floodway is implemented in a timely manner. <br /> <br />~~ <br /> <br /> <br />Dennis B.
