Exceptions to the report format are as follows:

. The draft Data Collection Report, Task 3.1, needs to be provided as a stand-
alone document by November 30, 1999. Following it's submittal, the data
collection report is expected to be reformatted to become chapter 3 of the
Draft and Final Feasibility Report.

. Task 7 - Report, Task 8 - Contractor Management and Task 9 - State
Management are related to developing a final report and managing the study.

Each Task is broken into a responsibility, objective, approach and deliverable section.
The responsibility section is self-explanatory. The objective section is intended to provide
a brief summary of the Task. The approach section is intended to provide a description of
task activities in enough detail to identify costs and deliverables, the deliverable section is
intended to provide a brief check list of deliverables resulting from performing the task
activities identified in the approach section. In general, the numbering used in the
approach section corresponds to the numbering used in the deliverable section.

Work Product Ownership All work products developed under this scope of work will
be the property of the State of Colorado and will not be distributed or used by the
Contractors for other than project purposes without the express written consent of the
State of Colorado.

August 1,2001

4
