The State Management Team will be
assisted by a SPDSS Advisory Committee expected to consist of approximately 20 local
public, federal, and state agency representatives concerned with water resource issues in
the SPDSS study area. The Executive Director's Legal Counsel is expected to assist the
State Management Team in any related legislative, contract, budget or other departmental
issues. A representative of the State's Information Management Commission may also
serve on the Advisory Committee.

Contractor Management A prime contractor will manage the contractor component of
the SPDSS feasibility study. It is envisioned that the team selected for this feasibility
study may be the same team that carries out the SPDSS Project. The determination if the
feasibility contract team will be used for the SPDSS Project will be evaluated at the end
of the feasibility study if the project is approved by the legislature and project
performance is considered satisfactory by the State Management Team.

Schedule The schedule for performing the SPDSS feasibility study is presented below.
Note that the feasibility study is expected to require approximately 1 year to complete.
Also, the feasibility study requires a draft data collection report be completed in 3 months
(by November 30, 2000) in order to request funding and initiate selected data collection
activities that have taken a significant amount of time in other basins. These time
intensive, data collection activities include but are not limited to the development of 1. an
irrigated acreage coverage that assigns irrigated parcels to their water supply and 2.
geohydrologic data identified in the Denver Basin and South Platte River Basin Technical
Study, Senate Bill 96-074 (April, 1998).

Table 2
Design Services Schedule
South Platte Decision Support System Feasibility Study

Item Description Completiou Date
3.1 Data Collection Report November 30, 2000
1 Introduction March 9, 2001
2 Needs April 6, 2001
3 Data Assessment April 20, 2001
4 DSS Components April 13, 2001
5 Alternatives May 25,2001
6 Proposed Alternative May 25,2001
7.1 Draft Report Mav31,2001
7.2 Final Report October 31, 2001
8 Contractor Management October 31, 2001

August 1,2001

3
