Have the capability to accurately represent current and potential Federal and <br />State administrative and operational policies and laws. <br /> <br />. Promote information sharing among government agencies and water users. <br /> <br />The SPDSS should consist of databases and models (both surface and groundwater) <br />which will provide data and decision making capability for many critical South Platte <br />planning, administrative and operational issues. The SPDSS should be a data centered <br />system containing historical or developed information on streamflow, climate, water use, <br />as well as tabulations of water rights and water management policies. Data should be <br />keyed to locations in the basin using geographical information systems. The SPDSS <br />should allow decision-makers to access water resource data, simulate potential decisions <br />and policies, and examine potential consequences related to interstate compacts, water <br />resource planning, and water right administration. The feasibility study needs to assess <br />the quality of existing data, recommend QA \QC as needed, identify data gaps and <br />recommend actions that could be taken to either correct or acquire the additional data <br />needed. <br /> <br />Contractor Personnel Brown and Caldwell will be the SPDSS Feasibility Study Project <br />Management Consultant. Tasks within the scope of each major discipline will be <br />performed by consultants subcontracted through Brown and Caldwell. Table 1 lists the <br />major discipline areas of expertise for each subconsultant, the key individuals who will be <br />involved, and their approximate level of effort (based on each subcontractor receiving <br />20% of the budget).
