<br />.:t .; . <br /> <br />. <br /> <br />Exhibit A <br /> <br />. <br /> <br />Revised <br />Scope of Work and Proposal <br />Feasibility Study for a South Platte Decision Support System <br /> <br />INTRODUCTION <br /> <br />Purpose A South Platte Decision Support System (SPDSS) feasibility study is required to <br />define the purposes for, uses of, users, components, data requirements, costs and schedule <br />required to develop such a system. The results of the feasibility study win be used by the <br />Colorado Water Conservation Board (CWCB), Division of Water Resources (DWR), and <br />State Information Management Committee (IMC) for recommending the development of <br />a SPDSS to the General Assembly. <br /> <br />The general SPDSS feasibility objectives are to: <br /> <br />1. Determine the feasibility of developing a Decision Support System for the <br />South Platte Basin similar to the Decision Support System (DSS) developed <br />for the Colorado River Basin and under development for the Rio Grande <br />Basin. <br /> <br />2. IdentifY the scope of, functions, elements, and data needs, costs and schedule <br />to develop a decision support system for the South Platte Basin. <br /> <br />The feasibility study should encompass the entire South Platte drainage (Division I) for <br />hydrologic and/or administrative reasons. In addition to Division I, the SPDSS project <br />shall include Jackson County, which is located in Water District 47 of Division 6 and is <br />tributary to the North Platte River. <br /> <br />The SPDSS first and foremost must provide state officials and water users in the South <br />Platte Basin an effective system with which to plan, develop and manage their water <br />resources. The initial vision for SPDSS is to create a system that is capable of providing <br />an overall "water budget" for the South Platte, provide better water planning and <br />administration tools. The SPDSS is expected to be an extension of and compatible with <br />Colorado's Decision Support Systems (CDSS). The principal goal of the SPDSS will be <br />to provide credible information on which to make informed decisions concerning the <br />management of South Platte Basin water resources. The SPDSS will need to among <br />other things: . <br /> <br />. Provide comprehensive, accurate, user-friendly databases compatible with the <br />Division of Water Resources "HydroBase" that are helpful in the <br />administration and allocation of waters of the South Platte and its tributaries. <br /> <br />. Provide data and models to evaluate alternative water development and <br />administration strategies, which can maximize utilization of available <br />resources in an types of hydrologic conditions. <br /> <br />. Be a functional system that can be used by decision-makers and others, and be <br />maintained and upgraded by the State. <br /> <br />August 1, 2001 <br />
