"I M. .

,

.

Exhibit A cant.

.

. Water Budget (CDSS)
. Relational Data Management System (HydroBase as used in CDSS)
. Spatial (GIS) Management System (CDSS)
. Documentation (CDSS)

Please note that a "(CDSS)" following the component indicates a feature that is currently part of
Colorado's Decision Support Systems (which includes either CRDSS and RGDSS or both)
and "(New)" indicates a feature that will have to be either developed or an existing model and
data added.

For model components that are already a part of the CDSS, existing documentation may
be used to describe the functionality of those components and the data requirements. For
components that would be new additions to CDSS brief descriptions will be included. In
addition to describing the functionality and data requirements of alternative choices for
added components, it will also be necessary to describe hardware and/or software
requirements and address the compatibility of each alternative component with the
existing CDSS.

The database management system developed by the Division of Water Resources called
HydroBase is envisioned as serving as the data management system. The consultant will
review HydroBase to be sure that it will handle all the data requirements of the various
components that will make up the SPDSS.

2. Final SPDSS Components: Include State and Advisory Committee comments into a
final SPDSS Component Section.

Deliverable:
1. Draft SPDSS Component Section.
2. Final SPDSS Component Section with State and Advisory Committee comments.

Task 5 - Alternatives Section

Responsibility: Contractor

Objective: Develop up to three (3) SPDSS component alternatives considering data
availability, costs and other appropriate factors.

Approach:
1. Draft Alternatives Section: Based on the information developed in previous Tasks,
develop up to three (3) SPDSS alternatives. These alternatives might include but
should not be limited to various combinations of system design, data
development, tool development, and anticipated level of effort and costs. One of the
three alternatives developed is expected to be the Consultants best estimate of a
proposed alternative.
2. Final Alternatives Section: Include State and Advisory Committee comments into a
final Alternative Section.

Deliverable:

August 1,2001

11
