Identify all the components required to develop the SPDSS
that cost effectively address the needs identified in the previous Tasks. Describe the
functionality of each component and the data requirements, including hardware and
software requirements as appropriate.

Approach:
1. Draft SPDSS Components: Review the purposes explained in the Introduction of
this Scope of Work, the CROSS and RGDSS documentation (WEBSITE;
http://cdss.state.co.us), and the previous task re~ults to identify components that are
necessary for the SPDSS. Identify if new tools are required, existing tools exist and/or
what enhancements may be required to achieve the SPDSS objectives. Describe how
the various components might be linked or exchange information. Components of the
SPDSS may include but should not be limited to the following:
. System Design (CDSS)
. Surface Water Planning Model (CDSS others)
. Ground Water Simulation Model (SB-5, CDSS or New)
. Consumptive Use Model (CDSS or others)
. Water Right Administration Tools (CDSS)
. Stochastic Flow Analysis and Generation Utilities (CDSS)

August 1, 2001

10
