Final Needs Section with State and Advisory Committee comments. <br /> <br />Task 3 - Data Assessment Section <br /> <br />Responsibility: Contractor <br /> <br />Objective: Assess the availability and quality of existing data and determine what new <br />data is necessary or desirable to develop a SPDSS that accurately and effectively <br />addresses the needs identified in the previous Task. Prepare a draft data collection report <br />that allows funding to be requested and selected time intensive data collection activities <br />initiated. Prioritize new data collection activities based upon cost effectiveness in <br />meeting those needs. Select a study period, review recommendation No. 2 and the <br />associated peer review group report from the SB-96-74, Denver Basin and South Platte <br />River Basin Technical Study, April 1998, and identify new data that must be obtained to <br />fill gaps or increase the SPDSS accuracy. If the study period selected is less than the <br />entire period of record, explain the basis for the period selected. <br /> <br />Approach: <br /> <br />1. Draft Data Collection Report: Based on standard hydrologic data sources (DWR, <br />USGS, NOAA, SCS, etc.), the State's experience in developing previous DSS systems <br />and recommendation No.2 and the associated peer review group report from the SB- <br />96-74, Denver Basin and South Platte River Basin Technical Study, April 1998, <br />prepare a draft data assessment report. Identify selected data collection activities that <br />have taken a significant amount of time in other basins and need to be started as <br />quickly as possible. These time intensive, data collection activities include but are <br />not limited to the development of 1. an irrigated acreage coverage that assigns <br />irrigated parcels to their water supply and 2. geohydrologic data identified in the <br />Denver Basin and South Platte River Basin Technical Study, Senate Bill 96-074 <br />(April, 1998). The report will describe historic data availability, quality and gaps that <br />may exist and require filling in order to develop the SPDSS. Methods to obtain and <br />the cost of obtaining the additional data required for the SPDSS will be identified. <br />The assessment should include but should not be limited to the availability <br />and recording frequency (e.g. daily, monthly, etc.) of the following: <br />. Diversions (in-basin and transmountain) <br />. Water Rights <br />. Wells <br />. Pumping (direct via records or indirect via crop water requirement) <br />. Streamflow (mainstem, and tributary) <br />. Climate (precipitation, temperature, evaporation) <br /> <br />August 1.2001 <br /> <br />9 <br />
