At least half (15) of the interviews will be conducted in person <br />while the remainder (15) may be conducted by phone. All interviews will be <br />conducted by one or more of the key individuals. <br />3. Draft Needs Section: Consolidate comment sheet responses, report reviews and <br />interview notes into a draft report section that describes the needs and capabilities to <br />be met by a SPDSS. Potential needs expected to be identified by the comment sheet, <br />report reviews and interviews might include but should not be limited to the <br />following: <br />. What is the relationship of water use (surface, groundwater, wetlands, <br />transmountain, etc.) to Stateline flow, water levels in the aquifers, and <br />Colorado's obligation under the South Platte Compact? <br />. What is the relationship between aquifer levels, recharge and streamflow? <br />. Return flow identification will be a significant component of a SP DSS. <br />. Wildlife and wetland issues may be significant. These factors need to be <br />considered in the development of the SPDSS. <br />. What is the firm yield of the South Platte basin? Do we have a good water <br />budget? Is water mining of the aquifers occurring? <br />. Can the recommendation No.2 and the associated peer review group report <br />from the SB-96-74, Denver Basin and South Platte River Basin Technical <br />Study, April 1998 be accomplished under SPDSS? The studies and <br />investigations included in recommendation No.2 were as follows: <br />a) More accurate definition of streambed conductance factors <br />b) Annual stream gain-loss measurements <br />c) Monthly bedrock water-level measurements <br />d) More realistic calculation ofstreamllow depletions <br />e) Collection/interpretation of pumping record data from each bedrock <br />aquifer <br />f) Collection and compilation of aquifer test and core-analysis data <br />g) Analysis of core samples from bedrock wells in the basin <br />h) Expand the monitoring of declining groundwater levels in the withdrawal <br />areas <br />. Are additional stream gages required in the basin? If so, how many, what is <br />the cost and how might they be funded? <br />. Is a comprehensive assessment of irrigated acreage, similar to that developed <br />for CRDSS and RGDSS (?), required for the SPDSS? Is one year adequate or <br />should a history of irrigated acreage be developed? <br />. Can ground water pumping be estimated by assuming a full water supply to <br />crops or are other techniques (e.g. power records) required? Can the range of <br />error associated with assuming a full water supply be quantified? Can the <br />analysis accommodate the fact that many wells may have been constructed but <br />not used for one reason or another, particularly in the past? <br />. Crop yields have gone up significantly over the last 50 years. How significant <br />is crop yield to water use? <br />.
