in the preferred plan unless a major problem is found as a result of this
study, The second priority is Beaver Creek Dam site if Plateau is not
feasible, If neither of those sites are found to be feasible, additional
evaluations will be necessary to determine other suitable sites, The studies
will include: topography of the Plateau and Beaver dam and reservoir sites;
determination of the optimum reservoir size; preparation of appraisal
designs and costs for both sites; evaluation of hydrology; and geotechnical
field studies of the preferred dam site,

2,c,2, Small Upstream Storage Sites - Evaluation of small storage sites
(surface or alluvium) along the Dolores River upstream of McPhee
Reservoir will be conducted to provide a firm water supply for plans of
augmentation andlor exchange, The potential storage options may include:
subsurface alluvial sites in the Dolores River alluvium; gravel pit reservoirs;
raising the spillway at the existing Groundhog Reservoir on a tributary to
the West Fork of the Dolores River; inventory of other storage options

2, c.3, Dove Creek Canal Storage Sites - Storage sites along the Dove Creek
Canal (a facility of the Dolores Project) are needed to provide water during
periods the canal is not operated or is at full capacity, These sites include,
though not limited to, Sharps Creek reservoir and Monument Creek
reservoir.

2,cA Use of Existing Storage Sites -The potential to utilize all or portions
of existing reservoirs will be evaluated, The existing reservoirs include:
Totten, Groundhog, Narraguinnep, and McPhee,

2,d, Preliminary analysis of the Dolores Project facilities has shown that the Dove
Creek Canal can carry water for an additional 4,100 acres through Reach 1, about
2,300 acres through Reach 2, and 1,100 acres through Reach 3, The available
capacity of the canal to serve additional lands will be specifically determined, In
order to utilize Dolores Project facilities, a carriage contract is necessary with the
Bureau of Reclamation.

The elCisting pumping plants to serve irrigated lands can potentially serve an
additional 1,200 acres provided that distribution pipelines are' constructed, In order
to utilize this existing capacity, WET PACK anticipates increased irrigation up to
the capacity of the existing facilities, The extra capacity of the pump stations will
be finally determined,

The delivery pipelines and pumps necessary to convey the water from the Dove
Creek Canal to the potentially irrigated lands will be planned and sized with
construction cost estimates.

Page 5 12/.30/98 F;Uolm\memo\WETPACK SCOPE OF WORK.doc
