Utilizing the information and opinions gathered in the preceding tasks and in <br />consultation with the CWCB, define the study objectives, <br /> <br />Step 2 - Water Demands, Water Sources, Facility Components <br /> <br />/- <br /> <br />U sing the Reconnaissance Report as the starting point, identify and evaluate the water <br />demands, water sources, and facility components, ' <br /> <br />2,a, Prepare evaluations and analyses to detennine the quantity and location of <br />water rteedspresently and SO years in' the future for irrigation, municipal, industrial, <br />wildlifeJinstteam flow, and other identified purposes. The water demands shall be <br />detennined within the Dolores River basin, primarily upstream of McPhee <br />ReserVoir and outside of the Dolores River basin, primarily in the Dolores Project <br />service area, The water demands may include: arable land that could be served <br />from the Dolores Project; wildlife / instream flow needs primarily below McPhee <br />Dam; enhancement/mitigation of recreation below McPhee Dam; water for plans 'of <br />augmentat1\}r\.primarily upstream of McPhee Reservoir; out-of-state marketing of <br />domestic supplies to San Juan County, Utah, <br /> <br />2,b, Identify and ev.aluate potential water supply sources including: existing and <br />new storage facilities; unused water in the Dolores River basin; third party water <br />supplies through purchase or lease such as water rights and/or shares; conservation <br />and/or improved' management of existing water supplies; through increase of, <br />storage ire existing reservoirs; from small surface and/or alluvium storage sites; <br />presently" developed supplies; from change of use of existing storage; from <br />reservoir sites along the Dove Creek Canal. A hydrologic model (or models) will <br />be prepared for use in formulation and evaluation of the alternatives <br /> <br />.' <br /> <br />,', <br /> <br />. ie, 'There are four types of storage sites that will be studied which are described <br />below, ; <br /> <br />2,c. L Large Upstream Storage Sites - Studies conducted prior to the <br />feasibility study have shown that a new storage site upstream of McPhee <br />Reservoir on tributaries to the Dolores Riv~r is required.
