<br />Step 3 - Formulation and Evaluation of Alternative Plans
<br />
<br />3.a, Based on the water sources and water needs identified in the above tasks,
<br />alternative plans will be formulated and evaluated. The facilities could include
<br />existing and new: pipelines; canals, pumps, reservoirs, etc" Appraisal level
<br />designs, cost estimates, water operation modeling, water yield estimates,
<br />environmental and recreation analysis, and financial analysis will be prepared for
<br />the alternatives, A broad range of alternatives will be formulated, including the no
<br />action alternative, and evaluated in order to assess tradeoffs between various plans,
<br />such as: costs, water provided, financing, environmental and recreation issues, etc,.
<br />
<br />3,b, Preliminary assumptions concerning availability of up front funding and
<br />annual revenues from water users benefiting from the additional water will be
<br />estimated, For instance, what funding is available for fishery water or how much
<br />can the San Juan County, Utah water users afford to pay for raw domestic water.
<br />The estimates will be used in the economic analysis in assessing the feasibility and
<br />identifying differences between the alternatives,
<br />
<br />3,c, Evaluate each of the alternatives using the evaluation factors specified in the
<br />CWCB Construction Fund Guidelines as well as any other factors developed in
<br />consultation with the CWCB and other entities,
<br />
<br />3.d, The alternatives will be presented to interested entities,. at established Dolores
<br />River basin coordination meetings and possibly public meetings for discussion and
<br />comment, There may be one or two iterations of presentations to address various
<br />alternatives,
<br />
<br />3, e, The alternative plans. will be evaluated by the District,. CWCB, involved,
<br />entities, and staff in an iterative process until all of the appropriate alternatives have
<br />been evaluated,
<br />
<br />Step 4 - Selection of a Preferred Plan
<br />
<br />A preferred plan will be developed through the alternative analysis process described iI:\
<br />Step 3. The plan may include phases to meet present and future water needs so that
<br />facilities are not constructed until those needs develop, The plan will be selected by the
<br />District Board of Directors with input from all ofthe involved entities and individuals.

<br />Step 5 - Feasibility Level Analysis
<br />
<br />5,a. Feasibility level plans, designs, geotechnical analysis, yield analysis, cost
<br />estimates, and general construction schedule will be prepared for the selected plan,
<br />The CWCB criteria for feasibility level plans will be used to conduct the
<br />engineering analysis.
