Include consideration of the 19: sites/areas included in Table I
of the RFP and reprinted in Paragraph 6 below. Screening will be done with the
assistance of the Technical Advisory Committee.

Responsibility: All team members will contribute to this task,

Methodology:

I. The first activity will be to finalize the site identification and screening criteria
and methodology including possible weighting of the criteria, in coordination
with the CWCB and the Technical Advisory Committee, Proposed criteria arc
as follows:

a. Proximity of fish habitats (within Upper Colorado River Basin)

b. Site-related biological design criteria

c. Site accessibility

d. A vailability of community services

e. Utility availability

f. Water temperature and water quality

g. Water sources, reliability and availability

h. Effluent water treatment requirements

i. Availability of required land

j, Land ownership and case of acquisition

k. Design/engineering requirements

I. Construction requirements

m. Other criteria generated by the CWCB and Technical Advisory
Committee.

2. Once the screening criteria arc established and approved, sites will be identified
for inclusion in the study; the nineteen sites previously identified will be
included, Consideration will be given to a combination of several smaller sites
for various life stage rearing in different geographic locations. The process of
site identification will include:

6
