General area maps of the project <br />arc attached as Exhibits F and G. <br /> <br />5, <br /> <br />Please provide a brief narrative description of the proposed project including <br />purpose, need, facilities, t~'pes of water uses to be served and service .lrea, <br /> <br />Water Uses and Service Areas <br /> <br />The loan applicants and developers of the Eagle Park Reservoir Project consist of <br />four cntities, They are the Board of County Commissioners of Eagle County. <br />Colorado (Eagle County): the lIpper Eagle Regional Water Authority (Authority). <br />which consists of the Arrowhead. Avon. Beaver Creek. Berry Creek. Eagle-Vail <br />and Edwards Metropolitan District; the Vail Valley Consolidated \Vater District <br />(Consolidated District); and Vail Associates. Inc.. the owner and operator of the <br />Arrowhead. Beaver Creek and Vail ski areas. Maps depicting the service areas of <br />thc Authority and the Consolidated District arc included in the report attached <br />hereto as Exhibit D, Eagle COllnty is participating in this project to provide for the <br />water needs of future users in the County located olltside of the service areas of the <br />Authority and the Consolidated District. Vail Associates intends to use project <br />\Vater to meet the snowmaking needs of its threc ski areas. and to pro\'ide domcstic <br />and irrigation water for its recreational developments in Eagle County. The <br />service areas and water uses of the loan applicants arc all located within Eagle <br />County. Colorado. and include domestic. municipal. golf course. irrigation. <br />sno\Vmaking and stream flow enhancement purposes, <br /> <br />\Vater Dcmand <br /> <br />An organization of 17 cities. towns. special districts and companies. collectivcly <br />known as the Eaglc Ri\'cr Assembly. met over a period of two years to identi(v <br />water resource issues in the Eagle River basin. In September of 199-1-. the <br />Assembly published its phase r report which quantified the estimated water <br />demands of the Eagle Ri\'cr basin.
