Water Uses and Service Areas

The loan applicants and developers of the Eagle Park Reservoir Project consist of
four cntities, They are the Board of County Commissioners of Eagle County.
Colorado (Eagle County): the lIpper Eagle Regional Water Authority (Authority).
which consists of the Arrowhead. Avon. Beaver Creek. Berry Creek. Eagle-Vail
and Edwards Metropolitan District; the Vail Valley Consolidated \Vater District
(Consolidated District); and Vail Associates. Inc.. the owner and operator of the
Arrowhead. Beaver Creek and Vail ski areas. Maps depicting the service areas of
thc Authority and the Consolidated District arc included in the report attached
hereto as Exhibit D, Eagle COllnty is participating in this project to provide for the
water needs of future users in the County located olltside of the service areas of the
Authority and the Consolidated District. Vail Associates intends to use project
\Vater to meet the snowmaking needs of its threc ski areas. and to pro\'ide domcstic
and irrigation water for its recreational developments in Eagle County. The
service areas and water uses of the loan applicants arc all located within Eagle
County. Colorado. and include domestic. municipal. golf course. irrigation.

An organization of 17 cities. towns. special districts and companies. collectivcly
known as the Eaglc Ri\'cr Assembly. met over a period of two years to identi(v
water resource issues in the Eagle River basin. In September of 199-1-. the
Assembly published its phase r report which quantified the estimated water
demands of the Eagle Ri\'cr basin. This report concluded that the additional water
