. . SECTION 2 - Vacancies on the Board of Directors. Provision is made in Chapter 149-8-4, Colorado Revised statutes 1953, for the existence of vacancies upon the Board of Directors, and the filling of such vacancies by the County Commissioners of the counties from which said members are appointed. In order to facilitate the filling of any such vacancy, in the event a vacancy shall occur, in the manner as defined in said Act, the fact that the vacancy shall occur, in the manner as defined in said Act, the fact that the vacancy exists shall be brought to the attention of the Board of County commissioners wherein such vacancy exists promptly, by the President of the District, and the President shall request of such Board of County Commissioners that said vacancy be filled at its next meeting. ARTICLE III - POWERS OF THE BOARD OF DIRECTORS The Board of Directors shall have all of the powers granted it by the Colorado River Water conservation District Act; and said Board shall have such ancillary and incidental powers as may be proper, necessary or convenient for the full effectuation of the purposes, powers and objectives of the District. ARTICLE IV - MEETINGS OF THE BOARD OF DIRECTORS ( SECTION 1 - Regular Meetings. Regular meetings of the Board of Directors shall be held as required in and by the Colorado River Water Conservation District Act, the same being on the third Tuesday in the months of January, April, July and October of each year. SECTION 2 - Special Meetings. A special meeting of the Board of Directors may be held at any time upon call of the President or of any three members of the Board of Directors, or by a majority vote of the Executive Committee. SECTION 3 - Place of Meetings. Unless otherwise determined by a majority vote of the Board of Directors, the city of Glenwood Springs, in Garfield County, Colorado, is hereby designated as the place where the principal office of the District shall be maintained.
