I <br /> <br />=tmc <br /> <br />Scope of Work <br /> <br />Task 1 - Analysis of AGUA's Future Augmentation Requirements <br /> <br />Based on work already prepared for the State of Colorado, RMC will evaluate the <br />immediate (1997 plan year) and future (approximately year 2007) augmentation needs of <br />AGUA based on actual pumping for the 1996 plan year and on estimated pumping for <br />future years. The result will be a monthly augmentation requirement with amounts <br />required by location for the Arkansas River above Pueblo, the Arkansas River between <br />Pueblo and John Martin, the Arkansas River below John Martin and for Fountain Creek. <br />This work will be the basis for AGUA's total need for augmentation credits which might <br />be acquired using CWCB loan funds. <br /> <br />. <br />Task 2 - Preliminary Screening of Water Rights Proposed for Purchase <br /> <br />In this task RMC will screen the three water rights considered for purchase based on <br />estimated average augmentation credits which they could provide, how those credits <br />match with AGUA's needs, costs per acre-foot of augmentation credit, ease of use, and <br />requirements for future expenditures for facilities improvements, and engineering and <br />legal expenses to make the rights into permanent approved augmentation sources. <br />Results of the screening process will be presented to the AGUA Board of Directors for a <br />decision on which of the rights to consider for further detailed evaluation. <br /> <br />Task 3 - Detailed Analysis of Water Rights Proposed for Purchase <br /> <br />In this task RMC will evaluate the water right or water rights which passed the <br />preliminary screening process in Task 2 and will provide a more detailed analysis of each <br />of the items considered in Task 2 plus any additional considerations which arise out of a <br />more in depth review of the existing decrees, reports and diversion records which can be <br />obtained for the rights. This task will also consider if all or a portion of the rights which <br />pass the screening process should be considered for purchase. Based upon the correlation <br />between the amount and timing of credits produced and the amount and timing of <br />AGUA's need, it may only make sense for AGUA to purchase a portion of a right and not <br />the whole amount offered. The possibility of a partial purchase will be investigated. The <br />result of this task will be a recommendation as to which and how much of the water rights <br />being offered should be considered for purchase. <br /> <br />Task 4 - Feasibility Report Preparation <br /> <br />In this task a draft feasibility report will be prepared according to the Water Project <br />Construction Loan Program Guidelines/or Financial Assistance through the Colorado <br />Water Conservation Board Construction Fund (revised August 1994).
