Green, P .E. <br />March 6, 1997 <br />Page 2 <br /> <br />=tIilC <br /> <br />I propose that the feasibility study report which AGUA will present to the CWCB Board of Directors <br />will generally include the following: <br /> <br />. Organizational and financial infonnation to evaluate AGUA's ability to repay a loan; <br /> <br />. A description of AGUA's Arkansas River Replacement-Plan of 1996 and as envisioned for <br />1997, including AGUA's augmentation needs; <br /> <br />. A description of the sources of water which AGUA is evaluating for purchase including, the <br />augmentation credits the rights are estimated to provide, how well those credits match up <br />with AGUA's need, the cost per acre-foot of augmentation credit, and the cost of any <br />engineering and/or legal work which may be required to use the rights as pennanent <br />augmentation sources; <br /> <br />. <br /> <br />A description of the remaining need for' augmentation water after purchase of the <br />recommended rights; <br /> <br />:)' <br /> <br />. A plan for repayment of the amount requested from the CWCB; and <br /> <br />. A discussion of how AGUA's use of the 10llll money will meet the requirements ofHB 95- <br />1155. <br /> <br />In January 1996 Mr. Brad Young presented a proposed scope of work for a feasibility study with an <br />estimated budget of $54,200. I am presenting this revised and restructured scope of work to describe <br />the project as I now believe it needs to be conducted including the items described above. The <br />revised total cost estimate for the work is approximately $42,600 including a contingency of ten <br />percent. In September 1995 the CWCB approved $25,000 for AGUA's use in a feasibility study <br />pending an approved scope of work. AGUA's out of pocket expenses for the proposed study will be <br />$17,600. <br /> <br />Please review the attached scope of work and cost estimate and let me know if it meets with your <br />approval so that we can proceed with the work.
